سند نهایی هلسینکی: لحظهای سرنوشتساز در دیپلماسی جنگ سرد

این مقاله پژوهشی به بررسی کنفرانس امنیت و همکاری در اروپا (CSCE) و امضای سند نهایی هلسینکی در سال ۱۹۷۵ میپردازد و تأثیر این رویدادها را بر پویاییهای جنگ سرد و مباحث پیرامون حقوق بشر برجسته میکند. سند نهایی هلسینکی، هرچند یک معاهده الزامآور حقوقی نبود، نقشی مهم در بهبود روابط میان بلوک کمونیست و کشورهای غربی ایفا کرد. این سند روندی را آغاز کرد که به «فرآیند هلسینکی» مشهور شد؛ مجموعهای از نشستهای بازنگری که با هدف اطمینان از پایبندی دولتها به اصول حقوق بشری و انساندوستانه برگزار میشد.
مقاله بررسی میکند که چگونه رهبرانی چون رؤسایجمهور ایالات متحده، جیمی کارتر و رونالد ریگان، و رهبر شوروی، میخائیل گورباچف، بهطور راهبردی از موافقتنامههای هلسینکی بهعنوان ابزاری برای اصلاحات استفاده کردند و چگونه این فرآیند به پایان جنگ سرد یاری رساند. همچنین به واکنشها و تفسیرهای متفاوت این موافقتنامهها در اروپای شرقی و کشورهای غربی میپردازد و بر نقش آنها در ترویج گفتوگو، دیپلماسی و کنشگری فراملی، و نیز تأثیر غیرمستقیمشان بر تغییرات سیاسی در سراسر اروپای شرقی تأکید میکند.
مقاله با بهرهگیری از نظریههای روابط بینالملل، بهویژه نهادگرایی نولیبرال و سازهانگاری، به ارزیابی انتقادی اهمیت موافقتنامههای هلسینکی بهعنوان شواهدی از قدرت تعامل و هنجارها میپردازد؛ در عین حال، به نقدهای واقعگرایانه و مادیگرایانه نیز توجه کرده و تداوم اهمیت «فرآیند هلسینکی» در گفتمان ژئوپلیتیک معاصر را برجسته میسازد.
