The aim of the present study is to examine the pattern of effectiveness of government human resource policies on sustainable urban development. The research adopts a descriptive–analytical approach and is based on library and documentary sources. The findings indicate that recruitment policies, training practices, performance evaluation systems, and motivational mechanisms directly influence employee behavior and, consequently, the quality of urban services. Any weakness or lack of coherence in these policies is gradually reflected at the urban level, manifesting in service inefficiency, declining public trust, or increasing inequalities. A living city continuously receives and processes feedback from its social environment, a process that is made possible through the government’s human resources. Public employees are the first point of contact with citizens’ issues, demands, and dissatisfactions, and their experiences can serve as a valuable source for policy improvement. While the government determines the overall direction through its policies, human resources give practical meaning to this direction, and citizens experience its outcomes in their everyday lives. Citizens’ feedback then returns to the administrative system, forming a cycle of learning or, conversely, erosion. The effectiveness of this cycle depends on the degree of alignment between human resource policies and the goals of urban sustainability.
